The instructions for using the console don't seem to apply as the code in version is quite different than that talked about in all the messages about using the console from the years 2016 thru the release of ver. 2.0 in March 2018. Any input would be appreciated. Thanks. I really do like the game.

It depends what you're trying to do, I'm not entirely sure based on what you've said above - is there a particular command you are having difficulty with? If you are using version 2.00 though this is incorrect as the latest build up on Steam is 3.01 (3.00 marking the addition of the Return content as well as a name change to Sunrider Liberation Day - Captain's Edition). I would recommend before anything else that you ensure that any queued updates for the game are run.
Additionally the dev console isn't a feature of the game so ideally you shouldn't be using it in your runs of the game unless you're messing around.

Apparently there is/was a 'console' command in the earlier version where changing the code would let you bring up a command window on the screen where you could add money or intel to your game. It seems to call for changing 'config.developer = False' to 'True'. However, I can't find this command in the game code. I'm doing well enough without the cheat, but I'm just curious. I do have ver. 3.0. thanks for your reply.
I really is a very good game. The only 'buggy' thing is that when I try to start a large battle the first time, I usually get an error screen, but reloading has taken care of the problem so far.

You need to change that line in option.rpy Line 16-ish. Shift+O is opening the console.
