Part A:
At this current time the support tool tips are inconsistent as there are still abilities that do not mention their range - these are; Aim Down and SHDJam.
The following pre-1.00 adjusted global range abilities could also be labelled for consistency; Flak Off, Shutoff and Disable/Disable Lite.

On the topic of tool tips we have a chance to do some cleaning up before the next patch so I was curious if we could have another look at the tool tips in general. There is an opportunity to make them a bit more fun but also to improve on the descriptions for some of the mechanic topics like mitigation to make them clearer - for example Laser is affected by armour yet this is not mentioned in the tool tip.
A format that springs to mind would be:
1 - Ability
2 - Mechanical explanation
3 - Character Quote
For example ...
Sunrider's Laser
Laser is made up of a single long range attack which while accurate lacks fire power.
Mitigated by shields but also takes a single armour reduction.
"Maray... I will not let them stand in our way." - Kayto
Blackjack's Awaken
Increases the Blackjack's damage, armour and evasion progressively for each player turn it is active.
This is a self applied buff, in addition the Blackjack will take the initial HP cost of the ability '+50' for each turn it is active. This self inflicted damage also damages armour.
"I am a Hero of Justice, I will protect you."- Asaga
Liberty's Shut Off
The selected enemy unit has its shield generation disabled.
This is a debuff ability with a duration of two turns, it has unlimited range. The debuff will only affected the shield generated by the affected unit, it can still benefit from shield range of other units.

Sunrider's MIRV Torpedo
MIRV Torpedo is a limited use single projectile that deals the initial damage of a Quantum Torpedo but also applies reduced splash damage to adjacent enemy units upon hitting.
Both initial and splash damage is mitigated by armour, the projectile cannot miss however it can be shot down by flak.
"Captain, I hope that is not the terms of use I see unread in your quarters..." - Ava
Paladin's Assault
Assault is made up of multiple low caliber round attacks in which even if one misses the rest may hit. Each successful hit will increase the potential fire power of this ability.
Mitigated by armour which is twice as effective against this type of damage. This attack will also allow the unit to deal blindside counter attacks as well as shoot down incoming enemy missiles, sustained barrages of missiles in the same turn will progressively reduce the effectiveness of this effect.

Phoenix's Stealth
(Inspired by admiralcheese )
The Phoenix becomes immune to enemy blindside counter attacks and is less likely to be targeted by enemy units.
This is a self applied buff with a duration of one turn.
"Now no one will be able to scratch my Phoenix."- Icari
Bianca's Gravity Gun
(Inspired by Drath )
Allows the Bianca to move either an allied or enemy ryder a single hex space. The movement will trigger a blindside counter attack if moved into the range of an opposing unit that has either an assault based ability or an ability that states that it can be used for blindside counter attacks.
This is a support ability and unlimited range. Blindside counter attacks that are triggered by this ability resolve as normal, this includes damage type mitigation.

You get the idea while a bit silly in places, I was going to write a full potential list up but I may come back to this as a mod project if those of you over at LiS decide not to take this up as an enhancement request.
Edit: Just want to stress that some of these are not legitimate suggestion quotes and were used because I could not think of an accurate quote at the time. Quotes are now a bit more serious (minus Claude's as that quote is golden).
