I wasn't going to write this up as I have already spoken to Vaen, however considering 3.00 is now officially live it would be best to get this recorded so we can let people know once a solution is put in place.
The [RE]turn chivos are not syncing with Steam which means while you can locally unlock the achievements within the game that they are not reflecting within the Steam community. This is both occurring if you try and manually trigger the sync yourself and also if you repeat the criteria for the chivo again.

Someone forgot to put Steam support in... Feel free to download v1.0 from Steam and copy "lib\windows-i686\steam_api.dll" and "lib\windows-i686\Lib\_renpysteam.pyd"

you're right, the steam api library wasn't added to the latest steam build. I thought it was included by default, but it isn't.
the latest steam update will fix that. It also seems that chivo syncing now works. it'll do this automatically when starting a new game and when loading a save.
