During the second scenario using the 'Summon Battleship' order will give you the unit with the ability to use 'missile' despite the storm cluster situation.
May be intentional but just putting it out there to confirm.

Edit: When the Sunrider joins the battle the command becomes unavailable. (Turn 3 of having the order active)
Edit Edit: Re using the command after expiring will give you another Battleship that does not have 'missile' deactivated.
