I may be wrong but I was under the impression that Shldfly allows the Liberty to apply its shield to a specific region at the cost of removing it from the Liberty
Using default values if you use Shldfly both under the effects of all guard and without it the value is '40', however if you use the Shldfly to reapply the shield to the Liberty while all the effects of 'all guard' then the value by default is '50' for the Liberty (and units in the AOE) and '40' without.
Am I also correct in believing that if the unit under the effect of all guard does not generate a shield that it will not benefit from the bonus shield? As currently only those generating shields seem to initially benefit from it this aspect of the order (unless there is a unit in the AOE and then they get the benefit of the additional shield points).
